The Problem

As Utahns, we value the safety of our families—especially our children. Yet 1 in 7 Utah children is sexually abused before age 18. It impacts kids in every community and is linked to suicide, addiction, dropping out of school, incarceration, and lifelong health challenges.

Mandatory Reporting: All Utah adults must report suspected abuse to law enforcement or DCFS at 1-855-323-3237 or online. Reports can be made anytime—even years later.

The Solution

During the 2024 Legislative Session, Utah took a historic step forward in protecting its children. Through the efforts of The Policy Project, community partners like Saprea and Prevent Child Abuse Utah, and thousands of engaged community members, we passed Senate Bill 205: Child Sexual Abuse Prevention Amendments (Utah Code 53G-9-207)—a law that ensures ongoing state funding and support for child sexual abuse prevention education in every elementary school across the state.

Prevention instructional materials must be approved by the Utah State Board of Education and address these key topics: 

  • Being safe and self-aware in various situations

  • Recognizing warning signs of sexual abuse

  • Disclosing to trusted adults

  • Using technology safely

Ongoing Support

The Policy Project continues to support the successful implementation of this law by:

  • Communicating with USBE leaders, prevention providers, school leaders, educators and parents on education and funding access

  • Creating resource toolkits to support families and schools in prevention efforts

  • Exploring solutions for special needs students to ensure those most vulnerable to abuse are protected
