Utah law (SB205, 2024) establishes three types of CSA prevention education for elementary schools.
Staff training (Adults Serving Youth) and parent education are required at least once every three years. Age-appropriate student instruction in grades K-6 is encouraged and fully funded, but not yet required.
The resources provided here are designed to help schools provide all three types of education to help keep students safe.
Prevention Education in Utah
TPP Prevention Education Incentive Program
LEAs that provide all three prevention components (K-6 student instruction, staff training, and parent education) qualify for a TPP incentive award of $1,000 for one school plus $200 for each additional elementary school from The Policy Project. The incentive is designed to help offset the cost of the two required adult trainings when LEAs also commit to student instruction.

Three pathways are available to every Utah LEA. No budget required to get started. Utah schools can choose who delivers K-6 CSA prevention instruction. All options are funded through USBE, either through the state contract with PCAU at no cost or through a USBE prevention grant.

Free via Prevent Child Abuse Utah
Free classroom instruction delivered by Prevent Child Abuse Utah. No grant application required.
PATHWAY 2
Approved Prevention Educators
Partner with another USBE-approved provider. Funded through the USBE Choice grant.
PATHWAY 3
Your Own LEA Staff
Train internal staff using a train-the-trainer model. Funded through the USBE Choice grant.

PROTECT Program
In partnership with 3Strands Global Foundation, The Policy Project is covering the cost of PROTECT facilitator training for 100 people over three years. This program is for community members working with youth, prevention professionals, and anyone who wants to deliver USBE-approved K-6 CSA + Human Trafficking prevention instruction in schools or community settings. Applicants must plan to educate youth. This training is not intended to compete with existing USBE grant funding.
